In Shanghai, Payoffs and Planning Go Together


The urban planning process that built China's biggest city has taken down at least three Shanghai officials on bribery charges since 2008.

A court four years ago sentenced to death with a two-year reprieve a former housing administration deputy director named Yin Guoyuan for several crimes including bribery.

Last year, another ex-deputy director at the housing agency named Tao Xiaoxing was sentenced to life for accepting 10.45 million yuan in bribes.
