Shijiazhuang, the capital of northern Hebei province, had a rather unusual week in November — it relaxed Covid controls only to reimpose them again eight days later.

It started on Nov. 12. City officials released an open letter to all citizens, stating that “everyone was first and foremost responsible for their own health.”

After that, Shijiazhuang residents began to emerge from lockdown. The city regained some of its former vitality, with cars filling the streets and business returning to normal.
