LOU Jiwei, the Han Nationality, was born in December 1950. He graduated from the Department of Quantitative and Technical Economics of Chinese Academy of Social Sciences (CASS) with a master’s degree in Economics. From 1988 to March 2013, he served as Deputy Director-General of the Office for Economic Restructuring of Shanghai Municipal Government, Director-General of the State Commission for Economic Restructuring, Vice Governor of Guizhou Province, Vice Minister and Deputy Party Secretary of the Ministry of Finance, Deputy Secretary-General of the State Council (Ministerial Level), Head of the Preparatory Group for China Investment Corporation, and then Chairman, Party Secretary and CEO of China Investment Corporation. In March 2013, he started to serve as Minister and Party Secretary of the Ministry of Finance. From November 2016 to March 2019, he served as Chairman of National Council for Social Security Fund. Chairman Lou was member of the 16th CPC Central Committee for Discipline Inspection, alternate member of the 17th CPC Central Committee and member of the 18th CPC Central Committee. He is Standing Committee member and Chairman of the Committee of Foreign Affairs, the 13th CPPCC National Committee.
楼继伟，男，汉族，1950年12月生，浙江义乌人，中国社会科学院数量与技术经济系毕业，经济学硕士。1988年至2013年3月历任上海市经济体制改革办公室副主任，国家体改委宏观调控体制司司长，贵州省副省长，财政部副部长、党组副书记，国务院副秘书长（正部长级）、机关党组成员兼国家外汇投资公司筹备组组长，中国投资有限责任公司党委书记、董事长兼首席执行官。2013年3月任财政部部长、党组书记。2016年11月-2019年3月任全国社会保障基金理事会理事长。中共第十七届中央委员会候补委员、第十八届中央委员会委员，中共第十六届中央纪律检查委员会委员。十三届全国政协常务委员，外事委员会主任。
