Enterprise Singapore is the government agency championing enterprise development. The agency works with committed companies to build capabilities, innovate and internationalise. It also supports the growth of Singapore as a hub for global trading and startups, and builds trust in Singapore’s products and services through quality and standards.
Prior to her current appointment, Cindy was Deputy Secretary (Strategy Group) at the Prime Minister’sOffice, overseeing climate change and population policies, as well as whole-of-government strategic planning. She has also handled diverse portfolios in theMinistry of Education, Public Service Division, and Ministry of Health.
Cindy is currently the Chairman of SEEDS Capital, the investment arm of Enterprise Singapore, and Infrastructure Asia, as well as the Deputy Chairman of Singapore Cooperation Enterprise. She also serves on the boards of SGInnovate and the Competition and Consumer Commission of Singapore.
Cindy has a Master in Public Administration from the Harvard Kennedy School.She holds a Bachelor of Science in Electrical and Computer Engineering and aBachelor of Arts in Political Science from the University of Illinois at Urbana-Champaign. Cindy was conferred the Public Administration Medal (Silver) in 2024.

在加入企发局之前、丘女士曾担任总理公署（策略）副常任秘书、负责⽓候变化和人口政策以及政府内的策略规划。她也曾在教育部、公共服务署和卫⽣部担任过不同的要职。
丘女士⽬前是起步企业投资（SEEDS Capital）和亚洲基础设施办公室（Infrastructure Asia）的主席、新加坡公共事务对外合作局（Singapore Cooperation Enterprise）的副主席、也是新加坡创新机构（SGInnovate）和新加坡竞争与消费者委员会的董事会员（Competition and Consumer Commission of Singapore）。
丘女士毕业⾃哈佛大学肯尼迪学院、获颁公共管理硕士学位。她也拥有伊利诺伊大学厄巴纳-⾹槟分校电⽓与计算机工程理学学士学位和政治学文学学士学位。
