Former Chairman of CITIC Securities International Co Ltd
Mr. Tokuchi is Honorary Advisor at Tsinghua University’s Center for Industrial Development and Environmental Governance (CIDEG). Previously, Mr. Tokuchi served as Managing Director & Chairman of the Investment Banking Committee at CITIC Securities Co., Ltd., which he joined in 2002. While at CITIC Securities, he participated in and was the lead manager for numerous restructurings of large-cap Chinese state-owned enterprises as well as for various IPOs, including for the five largest Chinese banks. He has also led a team that served as the financial adviser for many Chinese and foreign corporations’ domestic and cross-border M&A transactions.
Prior to CITIC Securities, he spent more than 20 years at Daiwa Securities Group, Inc., where he was mainly responsible for the firm’s international investment banking business in Tokyo, New York, Hong Kong, Beijing, and Singapore. When he was in Singapore, Mr. Tokuchi also served as Vice-Chairman of the Singapore Investment Banking Association.
Mr. Tokuchi is currently an independent director of Huatai Insurance Group Co., Ltd. and Daiwa Securities (China) Co., Ltd. and Consulting Senior Fellow of Asia Pacific Initiative of International House of Japan. He also has been providing consulting services on Chinese issues to several major Japanese corporations.
Mr. Tokuchi also served as an independent director of PetroChina Company Limited.
Mr. Tokuchi served as Foreign Committee Member of the Foreign Experts Advisory Committee (FEAC) at the Chinese State Administration of Foreign Experts Affairs (SAFEA).
Mr. Tokuchi holds a MA in Chinese economy from Stanford University and a BA from Beijing University. He has edited two books: “Chinese SOEs’ Overseas IPOs” and “Restructuring of the Chinese Enterprises”. In 2009, he was awarded the China Friendship Award, China’s highest award for foreigners who have made outstanding contributions to China’s economic and social progress.

曾任职务
德地立人生于1952年，曾在日本大和证券工作二十多年，在东京、纽约、香港、北京、新加波等地负责公司管理和投资银行等业务。于2002年至2015年加盟中信证券股份有限公司，历任副总经理、董事总经理（执行委员）、投资银行委员会主席、中信证券国际董事长等职。在任期间，主要负责了五大银行、大型国有企业即以及多家民营企业的改组上市、发行债券、国内外并购等工作。于2013年至2018年曾任国家外国专家局咨询委员会外国建言专家顾问。
兼任职务
德地立人现任华泰保险集团股份有限公司、大和证券（中国）有限责任公司以及元联基金股份有限公司独立董事；曾任中国石油天然气股份有限公司独立董事。德地立人还为多家日中跨国企业担任咨询顾问。
学历、著作等
德地立人毕业于北京大学中国文学系和斯坦福大学东亚研究中心获学士和硕士学位。著有《国有企业到境外上市公司》（主编）、《企业重组导论》（编委）和多篇有关中国相关的学术性文章。2009年，授予中国政府“友谊奖”。
