Dr. Liu holds a Master’s degree in Finance from Guanghua School of Management of Peking University (2009) and a Ph.D. from Brown University in Health Economics (2013). Thereafter, he conducted research and taught at the Duke NUS Graduate School of Medicine as an assistant Professor. Dr. Liu is an adjunct associate professor at Chinese University of Hong Kong and a honorary fellow at the Asia Society. He is also a resident at the prestigious Rockefeller Foundation’s Bellagio Center, as well as a fellow with Wealth Management Institute of Singapore.
Dr. Liu published many articles and papers in health systems, and coauthored “Affordable Excellence: The Singapore Healthcare Story”, a book that documents the evolution of Singapore's healthcare system towards quality with Dr . William Haseltine, the Chairman and Founder of ACCESS Health International.
刘畅博士拥有北京大学光华管理学院金融学硕士学位（2009 年）及美国布朗大学卫生经济学博士学位（2013 年）。毕业后，他曾在杜克-新加坡国立大学医学院担任助理教授，从事科研与教学工作。目前，他同时担任香港中文大学兼职副教授、亚洲协会荣誉荣誉研究员，并曾获邀作为洛克菲勒基金会贝拉吉奥中心（Rockefeller Foundation's Bellagio Center）驻留学者及新加坡财富管理学院研究员。
刘博士深耕医疗体系领域多年，发表多篇极具影响力的学术论文与专业文章，并与 ACCESS Health International创始人兼主席威廉·哈塞尔廷（William Haseltine）博士合著《可负担的卓越：新加坡医疗体系的成功之道》（Affordable Excellence: The Singapore Healthcare Story）一书，系统梳理并深度剖析了新加坡医疗体系迈向高质量发展的演进历程。
