Mr. Otorbaev graduated with honours from Leningrad University (1978), received his Ph. D. from Lebedev Physical Institute (Moscow) (1981), and received his research professorship in the Institute of General Physics (Moscow) (1989). He worked in a few research institutions, including a visiting professor at the Eindhoven University of Technology (The Netherlands) (1992-1996).
Since 1996, he has been the CEO of Philips Electronics' representative office and the vice president of Philips Electronics in Central Asia.
In 2001, he was appointed as a Special representative of the President of the Kyrgyz Republic on Foreign Investments, and at the same time, he founded and became the first Executive Director of the Public Association "Investment Round Table", the NGO which is known for its contribution to the economic reform progress in the country.
Between 2002 and 2005, he worked as a Deputy Prime Minister of the Kyrgyz Republic.
After that, he worked as a Senior Adviser at the European Bank for Reconstruction and Development (EBRD), based in London (2006-2011).
Mr. Otorbaev is a member of the Board of Trustees of the Kyrgyz State National University and a founding member of the Board of Trustees of the American University in Central Asia, the only self-governing liberal arts university in the region since its inception in 1997. Mr. Otorbaev has been an honorary member and invited speaker at many boards and forums on emerging markets development and investment.
He is the author of the recently published book "Central Asia's Economic Rebirth in the Shadow of the New Great Game" (London and New York, Routledge, 2023).

奥托尔巴耶夫先生是吉尔吉斯国立大学董事会成员，也是中亚美国大学董事会创始成员。中亚美国大学自1997年成立以来一直是该地区唯一一所自治的文理大学。奥托尔巴耶夫先生还是众多关于新兴市场发展和投资的委员会及论坛的名誉会员和特邀演讲嘉宾。
他是新近出版著作《新大博弈阴影下的中亚经济重生》（伦敦和纽约，Routledge出版社，2023年）的作者。
