He worked in the Domestic Department of Xinhua News Agency, China Securities Journal, and CSC Financial Co., Ltd., where he focused on tracking macroeconomic policies and reporting on domestic and international financial sectors. He later engaged in united front work.
Director Xu has long been concerned with industrial sectors such as energy transition and low-altitude economy, and has actively contributed policy recommendations. He has conducted in-depth research on how Chinese enterprises can better integrate into the domestic-international dual-circulation system, enhance their international operational capabilities, and build a more effective international communication mechanism. He was also involved in the establishment of the “Belt and Road” Think Tank Cooperation Alliance led by the International Department of the Central Committee of the CPC.

徐玉海主任长期关注能源转型、低空经济等产业领域，并推动政策建言献策。他在中国企业更好融入国际国内双循环、提升企业国际化经营水平、构建更有效力的国际传播体系方面进行了深入研究，曾参与筹建中联部牵头的“一带一路”智库合作联盟。
