This year begins chapter two for a publishing industry saga entitled Advancing the State at the Expense of the Private Sector (guo jin min tui ). Actually, the title is imprecise because the state never really retreated. Yet the state certainly has been expanding against the private sector – with national and provincial publishing groups playing the game – through stock listings, acquisitions, mergers and restructurings.
