A Sour Bloom for NGOs

(Beijing) - China's Silicon Valley, Zhongguancun, is about to double as an incubator zone for social engineers. A proposed regulation awaiting legislative approval simplifies registration procedures for non-governmental organizations (NGOs) within the zone.

A provision set to be passed in the law would allow NGOs to be registered without a sponsor. If this provision is passed by city legislators, Beijing Zhongguancun Science and Technology Park (including 10 different science and technology parks in the Beijing area) will become the second group of NGO cluster zones in China after Shenzhen.
