China's public finance reform began in 1999, with the establishment of centralized administrative control over ministerial budgets, concentrated treasury payments, government purchasing, tax collection and spending, etc. Today, there are prospects for taking these reforms to the next stage, in which the National People's Congress (NPC) would exercise political control through substantive supervisory power covering budget-making and final budgetary accounting.
