China needs to reform its mechanisms for environmental risk assessment and management.

Environmental risk is defined as the potential for losses by individuals, society and ecosystems from unexpected accidents triggered by manmade or natural events. Environmental risk management is the effort to analyze and assess uncertainties, and provide solutions that minimize losses and costs.
