Apprehended by Fear

At the beginning of the fourth lunar month in 1757, Emperor Qianlong of the Qing Dynasty was returning to Beijing after observing a parade to the south of the Yangtze River. On his way back, he received petitioners who had submitted written complaints, several of which were against local officials in Xiayi County of Henan Province for their poor performance in disaster relief.
