Voters and Vitality

In a country ruled by law, elections offer a basic guarantee that the law tallies with the basic interests of most people.

For a long time, candidates in China's elections were selected behind closed doors, leaving voters no ballot options. These default candidates have no competitors, and they see no need to pander to or accommodate voters. After being elected, they have no reason to act on behalf of their constituents.
