Twenty years have elapsed since a 34-year-old man was found lying on pavement outside a police station's iron gate in the city of Harbin. He later died in hospital from what doctors called head trauma.

Eventually, 17 police officers were held responsible for the death and punished accordingly. Two got a suspended death sentence. Not since 1949 had so many police officers received prison terms for a beating death.
