Bad Company in Chongqing's Healthcare System

Temperatures are still above 40 degrees Celsius in the hilly city of Chongqing in early autumn. On one such blazing afternoon in August, the offices of the local human resources and social security offices in northern Chongqing looked deserted. Officials in those offices had been feeling a scalding heat since January, where at least four department-level officials were detained for investigation.
