Another Sidetrack for China's Railway Reform

Had not a high-speed train collision occurred near Wenzhou in late July, a Ministry of Railways reform plan might never have seen the light of day.

The ministry, under recently installed chief Sheng Guangzu, drafted and started circulating in June a new development model that would break up its national railroad monopoly and encourage market forces.
