Reducing the number of coal mine companies to 1,000 from about 1,500 as part of a government-directed downsizing project was a huge undertaking for business owners and officials in Chongqing Municipality.

Especially daunting was the assignment to consolidate small mining concerns – the bulk of the local coal sector – until only 500 remained.
