Most Small Businesses Avoiding Taxes, Survey Finds
(Beijing) – The vast majority of small and family businesses who responded to a survey say they were evading taxes, an indication the government's recent tax reduction measures weren't working.
The survey by Peking University's National Development Research Institute and the e-commerce company Alibaba Group Holding Ltd. found that 90 percent of businesses evaded taxes to a varying extent, mainly through avoiding value-added taxes by not issuing invoices.
