(Chongqing) – For close observers of the Chongqing municipal government, it's still hard to tell whether the government's latest announcements signal the end of days for five years of Bo Xilai's policies or simply a new beginning.

Since the ousting of Bo as party secretary of Chongqing, the local government has introduced a slew of new measures, with initiatives ranging from private sector reforms to the overturning of tree planting programs.
