The Qing Dynasty government was fresh off of a victory against the Junggar rebels in the Xinjiang Uighur region, when it was soon faced with yet another incursion by foreign elements. In 1759, an Englishman named James Flint made his way from Guangzhou to Beijing with the aim to file a petition against corrupt practices among government officials.
