Closer Look: Why Idea to Raise Water Bills Is All Wet

A recent remark by the chairman of a major investor and operator of water projects in the country that tariffs should be increased has triggered public debate about the country's management of the resource. 

Speaking at a recent industry forum, Wang Wenke of China Water Investment Co. (CWIC) said he strongly supported increasing the tariffs by at least ten times, to up to 40 yuan per ton.
