A draft law published by the city government of Wuhan, in central China, said unmarried mothers without valid paternity identification and women that have a child with a man they know to be married should be charged "social maintenance fees.

The proposed change to population and family planning law sparked heated debate across China. On June 2, Wuhan authorities were forced to release a statement saying the regulation was still in the draft stages and they welcomed public opinion on the issue.
