Some time ago I found myself sitting in a teahouse, watching a television broadcast in which a government employee was giving a solemn apology. The guy faced the camera and said with a morose expression: My intention was to put the all the officials in the frame, but due to limited space, several of them were not able to be included.

The episode concerned an outlandishly doctored press photo which sparked public ire in late October.
