Closer Look: Unifying the Hukou System Is a Start, but It's Just That

(Beijing) – The State Council issued a circular on July 30 that focuses on reforming the country's system for household registration, or hukou. The circular from the cabinet said China will establish a unified registration system for both urban and rural populations.

The change is intended to simplify the hukou system down to serving as a tool for calculating the population and managing communities, the document said. The government will also make chances to education, health care, employment, social security, housing and land resources to match the unified system.
