Bulldozing the Cadre Who Revamped Kunming

(Beijing) – Warm, sunny Kunming brimmed with charm before Communist Party leader Qiu He brought an autocratic style of governance to town and spurred the urbanization campaign that preceded his downfall.
Today, this historic city in southwestern China is a concrete jungle where, according to former Yunnan Province party secretary Qin Guangrong, Qiu's bad leadership can be blamed for the loss of much of Kunming's cultural identity.
