Plan to Develop Two New Beijing Districts 'Flies in Face of Population Curbs'

(Beijing) – The government of the capital has said that Beijing's last two counties will soon become districts that can be urbanized, a change that one expert says flies in the face of plans to rein in the city's population, pollution and traffic woes.

The State Council, the country's cabinet, has approved a plan to change the status of Yanqing and Miyun counties to districts, the government of the capital said on November 17. Officials were already working on the change, it added.
