Give the Poor a Stake in Mining, Hydropower Projects, Expert Says

(Beijing) – The government's plan to switch its focus on poverty alleviation from payouts to development efforts should be accompanied by legal changes that allow individuals to share in the profits of successful mining and hydropower projects, one expert says.

The ruling Communist Party and the State Council, the country's cabinet, said on November 29 that starting in 2020 the government will stop providing poverty-stricken areas with direct relief subsidies. Instead, officials will fund projects in four main areas: tourism, agriculture, mining and hydropower.
