Reform Targets Unease over Urban Law Enforcers

(Beijing) – Back in 2013, the death of a watermelon farmer in Hunan Province during a confrontation with "chengguan" officers over his humble stand sparked public outrage.

The officers were enforcing a ban on roadside sales at the site where the farmer had parked his watermelon cart. The law was upheld, but not before the death for the 56-year-old man further eroded public confidence in the nationwide "chengguan" system.
