Draft Charity Law Eases Restrictions on Staff Payments

(Beijing) - A proposed law to govern charities will allow them to spend 15 percent of the funds raised each year on staff and overheads, a move some analysts said can help the sector attract and retain better talent.

Public and private foundations had to limit payroll and other overhead expenses to 10 percent of donations collected per year, according to a previous regulation from 2004
