Some Beijing Police Stations Issue Hukou to Violators of Old One-Child Rule

(Beijing) – One district in the capital has started allowing parents who broke the old one-child policy to register their second child for all-important household registration papers even though they have not paid a fine – a change that could ease the plight of millions of undocumented youngsters across China.

One Beijing woman told Caixin that when she went to get the hukou document for her second child, a 2-year-old girl, at a police station in the capital's Dongcheng District on March 29 she was not asked to present a government certificate allowing the child's birth or a receipt showing she had paid a fine for breaking the discarded policy.
