Closer Look: Why a Congestion Charge Will Not Break Beijing's Traffic Gridlock

(Beijing) – Beijing's environment and transport authorities said in late May that they had drafted a plan to impose congestion charges on vehicles entering parts of the capital to ease traffic and reduce air pollution affecting its 20 million plus inhabitants.
Details of the rules are still under wraps, but speculation is rife in media and on the Internet about when and how the city government will enforce these charges. Beijing will become the first city in China to have a congestion fee if policymakers go ahead with the proposal.
