Police are taking criminal enforcement measures against three suspects from Jiangsu Tianjiayi Chemicals after a blast at the factory in east China killed 78 people, local authorities announced Wednesday.

The blast on March. 21, which occured in Jiangsu province’s Xiangshui county, created an enormous fireball and registered as a magnitude 2.2 earthquake. The three people are suspected of having “major responsibility” for the explosion, local police said. The suspects were not identified.

The State Council’s Work Safety Commission has called for “severe punishment in accordance to the law for businesses and the responsible personnel who have disregarded regulations and showed no concern for human life.”
