Objectively, it is quite challenging to control the current outbreak of Covid-19 in Hong Kong, but the countermeasures lack sufficient forethought and vigilance. Whether it is filling the loophole of the quarantine exemption for flight crew members, adjusting the coverage of compulsory testing and criteria for discharge of infected patients, or expanding the bed capacity of quarantine facilities, all of these are passive responses and slow reactions.
