China Spells Out ‘Global Security Initiative’ for International Conflict Settlement

China is calling on the international community to tackle security challenges “in the spirit of solidarity” in a Global Security Initiative (GSI) concept paper published Tuesday amid growing China-U.S. tensions and an unending Russia-Ukraine war.

The paper spelled out what President Xi Jinping proposed in April 2022 during the Boao Forum for Asia, where Xi advocated for the concept of universal and common security and rejected unilateralism and a Cold War mentality. “Security is a right of all countries in the world, not the exclusive right of some countries. It should not be decided by some individual countries,” Foreign Minister Qin Gang said Tuesday with the release of the paper.
