A number of provincial-level regions in China are urging local governments under their jurisdictions to make sure that employers, especially property developers, pay salary arrears to migrant workers before the Lunar New Year to ward off “risks” including “mass incidents.”

At least nine regions, including the municipality of Beijing, and Hunan and Shanxi provinces, have recently issued notices or convened meetings to deal with the issue of unpaid wages, according to Caixin calculations. They cited an instruction from the State Council for the rollout of special campaigns from Nov. 10 to before the Chinese New Year, which falls on Feb. 10.
