Police in China have detained 12 people allegedly responsible for a fire in a commercial building in Jiangxi province that killed 39 people and injured nine others, state media reported Thursday.

A preliminary investigation found that irregular construction work caused the fire in Xinyu on Wednesday, the second fatal blaze in the city in a month. In the wake of the incident, President Xi Jinping urged authorities across the country to abandon their “sense of luck” and take measures to “resolutely curb” the rising momentum of safety incidents.
