Mistakes by the dispatcher and driver, inadequate snow response preparedness, and poor weather led to the rear-end subway train collision in Beijing in mid-December that left 130 people with fractures, a government investigation has found.

Eighteen people from the line’s operating company and the capital’s transport commission have been punished for dereliction of duty, the Beijing Daily reported, quoting a decision from the city’s discipline inspection committee.
