China’s Top Consumer Rights Group Calls for Action Against Theft of Pre-Payments

China’s national consumer rights protection group is advocating for broadened legal measures, including sanctions, to address the growing number of disputes over refunds for prepaid services or products from cash-strapped businesses that fail to deliver as promised and abscond with customers’ payments.

Punitive measures should be stipulated in future legislation governing the prepaid model, with greater responsibilities put on the business operators, the China Consumers’ Association (CCA) suggested in a report released this week ahead of World Consumer Rights Day on Friday.
