China’s Regulation on the Administration of Foundations, a key legislation governing public welfare and charity, is undergoing its third attempt at revision more than 20 years after it was first rolled out.

The legislation has faced hurdles over the years , as has the sector, which is pockmarked with cases of fraudulent fundraising. In a recent case, a staff member at a foundation that provides financial assistance to needy families with children with acute illnesses defrauded donors of nearly 10 million yuan ($1.37 million).
