Health emergency response: China plans to update its law on public health emergencies, creating an obligation for both individuals and organizations to immediately report potential public health threats. The second draft of the Public Health Emergency Response Law also aims to boost monitoring of risks, make reporting risks easier, protect those who report risks and prevent interference in reporting. There have been calls to update reporting rules in the wake of the 2020 emergence of Covid-19 in Wuhan. During the outbreak of the pandemic, excessive bureaucracy slowed the authorities’ response to the disease.
