Recent management reshuffles at Chinese state-owned banks have been finalized, with the heads of two Shanghai branches being promoted to senior positions, Caixin has learned from multiple industry sources.
Zhao Guide, president of Industrial and Commercial Bank of China Ltd.’s (ICBC) Shanghai branch, has been appointed a Communist Party committee member at the bank’s headquarters and is slated to become a senior executive vice president (SEVP), the sources said.

He is slated to become a Senior Executive Vice President (SEVP). Zhao, 55, is a veteran of ICBC and previously led branches in Jilin, Inner Mongolia, and Shandong. He took over the Shanghai branch in mid-2024.

- Wang Xiao, previously the president of Bank of China Ltd.'s (BOC) Shanghai branch, has been transferred to the Export-Import Bank of China (Exim Bank). He is slated to become a vice president and a party committee member at Exim Bank. Wang joined BOC in 1992, having held various roles including at its New York branch and leadership positions in several Chinese cities.

This move fills the vacancy left by former Vice President Zhang Shaohui. The Exim Bank is identified as a key policy lender for foreign trade.
