China has placed high-level technological self-reliance and self-strengthening at the heart of its national strategy to spearhead the development of “new quality productive forces,” according to a communique released after a key Communist Party meeting. The statement, issued Thursday, followed the conclusion of a plenary session of the party’s Central Committee, held in Beijing from Monday to Thursday. The plenum outlined technological self-reliance and self-strengthening as one of the main objectives for the country’s 15th Five-Year Plan (2026–2030), alongside achieving notable progress in high-quality development.

This significant investment, led by UAE-based Stone Venture and including other notable investors, marks the largest private fundraising in China's autonomous driving sector in recent years.

- Gaocheng Capital (戈壁创投) was a co-lead investor in the Series D financing round for Neolix, an autonomous-delivery vehicle maker. Neolix raised over $600 million in this round, marking the largest private fundraising in China's autonomous driving sector recently.
- Trustar Capital
- Trustar Capital participated as a co-lead investor in Neolix's Series D financing round, which raised over $600 million. This marked the largest private fundraising in China's autonomous driving sector in recent years for Neolix, an autonomous-delivery vehicle maker.
- CDH VGC
- CDH VGC participated as a co-lead investor in Neolix's Series D financing round, which successfully raised over $600 million. This significant investment highlights CDH VGC's involvement in the autonomous driving sector, particularly in China.
- SparkEdge Capital
- SparkEdge Capital (火山石资本) is an investor in Neolix, an autonomous delivery vehicle maker. SparkEdge Capital co-led Neolix's Series D financing round, which raised over $600 million for the company.
- Didi
- A court in São Paulo has ruled against Didi's Brazilian food delivery service, 99Food, in an antitrust case. The court prohibited 99Food from entering into exclusive agreements with merchants that would prevent them from partnering with Keeta, a rival platform owned by Meituan.
- Meituan
- Meituan's overseas platform, Keeta, recently won an antitrust lawsuit in Brazil against Didi's 99Food. The court ruled that 99Food cannot bind merchants to exclusive agreements preventing partnerships with Keeta.

- Vantage Data Centers announced on October 23 its partnership with OpenAI and Oracle to develop a data center campus in Wisconsin. This campus will host one of the locations for OpenAI's Stargate supercomputer expansion plan.

- ByteDance Inc. has launched Seed3D 1.0 through its Seed team. This generative large AI model is capable of creating high-quality, simulation-grade 3D models from just a single image. The model utilizes a Diffusion Transformer architecture and has been trained on extensive data to produce complete 3D models with detailed geometry and realistic textures.
- Kuaishou Technology
- Kuaishou Technology's StreamLake division released an AI-programming product suite on October 23. This suite includes the CodeFlicker smart development tool, several self-developed KAT-Coder large models, and the KuaiShou Wanqing large model platform.
