Chinese Cities Race to Build AI-Agent Hubs Around OpenClaw

Major Chinese cities including Shenzhen, Shanghai and Wuxi are rolling out policies to build industrial hubs around AI agents, backing an open-source development framework known as OpenClaw in a bid to attract developers and startups.
Shenzhen’s Longgang district took the lead, releasing draft guidelines on Mar. 7 that outline a comprehensive support system for an ecosystem centered on AI agents and “one-person companies,” or OPCs. Following suit, the Wuxi High-tech Zone in Wuxi announced similar draft measures on Mar. 9. Shanghai is fostering development through a competition.
