China aims to cut carbon dioxide emissions per unit of gross domestic product by 17% from 2025 levels by 2030, according to a government action plan that details the country’s path to peak carbon emissions.

Unveiled by the State Council on Thursday, the action plan for the period from 2026 to 2030 lays the groundwork for the nation’s dual-carbon goals, leaning heavily on expanding non-fossil energy, upgrading power grids and boosting new-energy vehicle adoption amid global trade headwinds and domestic economic restructuring.
