A fire at a shoe factory in southeastern China's Fujian province killed 28 people on Tuesday.

The blaze broke out around noon at the Huiteng Shoes Co. plant in Jinjiang, trapping several workers on the building’s roof before firefighters largely extinguished the flames by late afternoon.

The deadly disaster in a major footwear manufacturing hub underscores China's persistent industrial safety challenges, prompting top leaders to order a nationwide crackdown on workplace hazards following a string of fatal accidents this year.
