A failed 1.7 billion-pound ($2.3 billion) Chinese-backed London business park, once touted as the city’s third financial center, is set to be converted into student housing after a U.K. developer secured financing in July to redevelop the site’s completed first phase.

U.K. developer DPK, which acquired the long-term leasehold interests in the project’s only completed phase at a steep discount, plans to convert the largely vacant office buildings into a complex housing more than 1,000 students, with an opening targeted for fall 2027.
