Guangzhou Offers Deferred Land Payments to Encourage Completed-Home Sales

Guangzhou is piloting a new land auction mechanism that allows developers to defer part of their land payments for up to two years if they voluntarily commit to selling homes only after construction is completed.

The policy, introduced in Guangzhou’s southern Nansha district, differs from mandatory completed-home sales pilots in other top-tier Chinese cities. Instead, it offers developers a trade-off: lower upfront cash demands in exchange for moving away from the traditional presale model.
