Commentary: A Court Official’s Alleged Extortion Raises Questions About Accountability

The fundamental expectation of a judicial system is that it upholds the law. Yet, a recent scandal involving a local court official in Hebei province has laid bare the chilling impunity that still plagues corners of China’s legal apparatus.

Guo Hongbo, director of the enforcement bureau at the Congtai District Court in Handan, has sparked public outrage after a female litigant exposed his egregious misconduct. According to the litigant, Guo called her late at night under the guise of coordinating her case. He explicitly solicited a bribe, suggesting she “give some money,” and then proceeded to sexually harass her. Remarking on her appearance, Guo claimed that court president Feng Zhiyong “likes you” and offered to play matchmaker if she “grasped the opportunity.” Feng has since publicly denied these claims.
