China has established a framework for determining when manufacturers are selling goods below cost, giving regulators a clearer basis for intervening in price wars.

The National Development and Reform Commission and the State Administration for Market Regulation said Thursday they would monitor prices and investigate companies suspected of engaging in “disorderly” low-price competition in key industrial sectors.
